Thick Fescue Lawn Example:
This is an example of a Fescue Lawn when grown thick. Each year a person will have to overseed heavily, water heavily, and fertilize appropriately to achieve a thick fescue lawn like the one pictured below.

According to discussions with clients a person maintaining a thick healthy fescue lawn in the summer can expect a water bill around $350.
Fertilizing Fescue could take several applications during the year and whether your grass has the results you are expecting will be partially based on the quality of the soil. Your soil will deffinately need some amending if it is the original soil from when the contractor built the home.
( Fescue and Bluegrass are Green in the Winter but Bermuda and Zoysia are brown during Winter ).
Fescue should be mowed at 4" to maintain healthy stems and for the plant to properly store water. Fescue stores lots of its water reserves in its leaves so when you mow short you could be giving your lawn a death sentence in late Summer when the drought arrives.

If you are not prepared to water heavily in late summer you may want to choose Bermuda or Zoysia which require less water.
